[Ucwsfiscal] WSP: off-campus payroll operations

Hi Blanca,
At UCSB we hire and do the payroll and then bill the employers. We have a
homegrown timecard portal that the students and employers use for timecard
entry, signoff, submission that we then use to enter into Kronos for
UCPath. We also have a homegrown Invoicing system in Access that we use for
tracking and billing the departments.
