Thank you for sending this to us. I also agree, removing the research component will provide for our students to have more opportunities because we can be more flexible.
Blanca brings up a good point regarding what is “approved” as underrepresented. We currently have flexibility in that as well with various different options as part of their definition, I’m hoping that aspect remains flexible as well so we can all have the flexibility needed to be most advantageous to our students.

Good afternoon Apri,
Thank you for the opportunity to review this. We see this as a positive move. The proposed legislation would provide additional flexibilities for outreach and ultimately increase the number of LAEP eligible students.
It looks like the new law is proposing that CSAC will define the criteria for students from an underrepresented background. Is this conflicting with the request to review proposed LAEP regulations that we received on January 25? As you recall, CSAC wants to incorporate a lot of detail into the regulations instead of housing those details in the handbook. I'm bringing this up because in the proposed LAEP regulations that CSAC had us review, it included the definition of underrepresented background--see below. Was that approved? or, is AB746 entirely separate?

AB 746 (Sanchez) Learning-Aligned Employment Program: Eligibility<https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202320240AB746>
This bill would delete the requirement that a student be from an underrepresented background to be eligible to participate in the Learning-Aligned Employment program. The bill would instead require participating campuses to prioritize eligible students from underrepresented backgrounds, as defined by the commission, for learning-aligned employment positions. The bill also would delete the authorization for research centers and institutions and instead authorize public postsecondary institutions to employ participating students if their learning-aligned employment opportunities provide participating students with employment experience related to the student’s major or provide opportunities for skill attainment necessary for employment within their areas of study after graduation.
