[Studentemployment] Notification of change to UC Merced GLACIER Database

Colleagues,

Please see the below communication from our partners in Tax Services regarding non-resident workers.

Effective Nov. 13, UC Merced Tax Services implemented a new GLACIER database separate from UCLA. GLACIER is a secure web-based Nonresident Alien (NRA) tax compliance system that foreign individuals can use to provide their immigrant and tax data to UC Merced 24 hours a day. GLACIER helps determine tax residency, withholding rates and income tax treaty eligibility.

Starting Nov. 17, existing foreign employees in the former UCLA GLACIER system will receive emails from: 1. Arctic International (support at online-tax.net<mailto:support at online-tax.net>) to create and a complete new GLACIER record,  and 2. Box (noreply at box.com<mailto:noreply at box.com>) with an invite to a unique folder link to upload their completed and signed documents and forms. No actions are needed by hiring managers for the implementation.

There are no changes to initial GLACIER request processes for new employees or the prior 10-day record completion and document submittal deadlines. If they do not complete within 10 days, the maximum amount of U.S. tax will be withheld from any future payments made to them.

GLACIER Record Updates
Any changes to one’s immigration or residency status, exit date, passport, or Social Security Number (SSN) need to be done in the UC Merced GLACIER system. Individuals will update and then upload documents and forms to only their UCM Tax assigned Box folder.

2021 Tax Treaty Renewals
Calendar year 2021 and future tax treaty renewals will be managed in the new UC Merced GLACIER system.  2021 Tax treaty renewals forms must be submitted to UCM Tax Services on or before Dec. 11, 2020, via their UCM Tax Box folder to ensure timely processing for their first January 2021 earnings and payments.

Other Foreign Tax Determinations
Additionally, UCM Tax Services will now be doing tax determinations for foreign individuals and supplier payments, Cost of Living Allowances, and fellowships/scholarships/awards previously done by UCLA.
