For modeling import and export, the CAISO 2022 Summer Load and Resource Assessment report has a section discussing net import limit in detail based on the CAISO historical data. The report is available at the link below. The section starts on page 39.

In the CAISO PLEXOS models for the CPUC LTPP/IRP/RA proceedings and for the CAISO internal studies, an approach called “dedicated import” was implemented to ensure the energy from specific resources (such as the CAISO out-of-state renewable resources and the resources that the CAISO participants have partial ownership based on contract) is imported into the CAISO. I explained the concept briefly in my testimony filed into the CPUC LTPP proceeding in 2014, starting on page 16. The testimony is available at

Hi, Shucheng,

I was sorry that you weren’t able to make the TAC meeting earlier this month. You have a very important perspective and I’m hoping that you will be willing to share with us on a critical topic.

The CEC has suggested that one of the more useful topics we could study in Phase 2 of our project would be the imports and exports. Historically, CAISO has imported substantial electricity. Modeling of a future grid suggests that the wide addition of solar to California might result in CAISO becoming a net exporter of electricity, though not necessarily at all hours of the day or year. As you understand, a regional grid that is effective at using transmission will have very different needs for storage than a grid that has limited transmission.

Things are further complicated when you consider that California wishes to reach zero CO2 emissions for all retail electricity, which would be hard to document if electricity is being imported from locations that are still using fossil resources.

At the TAC meeting, it was suggested that CAISO might have a useful perspective on this.  Would you be willing to meet with us to discuss these questions? Or, perhaps it would be better for you if I sent more specific questions and you could type answers?
