I hope this note finds you well, and apologies for cross-posting.  I write
to draw your attention to two webinars—on 11 and 14 April—to present a new
study.



Over the last 9 months I have been heavily involved with a major analysis
of deep decarbonization by SDG&E, the electric and gas utility that serves
southern California.  Their question: how do we net eliminate emissions
from California in a cost-effective way while ensuring that energy services
(notably the grid) remain as reliable as there are today.  That is a hard
question to answer because deep cuts in emissions implies a lot of
electrification—expanded clean electricity supply and infrastructure—and
electrification requires high reliability.  Ultimately, the electric
analysis requires building a model of power flow for the entire western
grid, applying that model to a grid configuration that is highly unlike
today’s grid (ie, lots of wind and solar, with estimated demand for the
2040s that has many loads whose behavior is hard to predict), and then
ensuring that grid meets NERC standards for reliability.  With the aid of
B&V and BCG, that’s what SDG&E has done, using standard industry power flow
modeling tools.



There are lots of unknowns, and dealing with those requires a policy
strategy aimed at learning and adaptation.  There are also lots of knowns,
including around the buildout of solar and wind and the need for a lot of
storage and also for clean firm power.  This study sees hydrogen playing a
big role in integrating renewables on the grid.  This study resonates with
other analyses such as the Long et al study of clean firm power, E3’s and
NREL’s work on California, the Clack et al paper, the Princeton and SDSN
net zero studies, SCE’s pathway analysis, and a host of others.  What’s
encouraging here is linking together these big picture questions about how
to get to zero to industry standard planning and reliability tools.
