[Ucwsfiscal] UC WORK STUDY AND FISCAL WORKGROUP: February Meeting

Hi Everyone,

Just following up on last week's meeting after finding some time to review
the Draft LAEP regulations and Blanca's concerns.

I interpret the new language in the Draft LAEP Regulations for Article 12.8
to be roughly the same as earlier proposed language when including
definitions from earlier in the document: "Institutions shall not collect
any additional fees or surcharges from* Participating Employers *to cover
Institution costs." And from the definitions section: “'*Participating
Employer'* means an Eligible Employer who has *signed an employer agreement
with an Institution*." My interpretation is that this still only applies to
external employees and not to campus departments. Is there still concern
with this language when looking at the definition of Participating Employer?

I still need to look through it some more, but it does seem like it is more
or less codifying large pieces of the LAEP handbook. I'm wondering if we
can expect proposed codification of other CSAC program handbooks in the
future.
