It’s an interview with John O’Donnell of Rondo Energy. He makes the case that if your capital cost is super low, you can operate with a capacity factor of 10% - convert the super cheap electricity to heat and then release the heat in a controlled way over the next hours/days. Their innovation is the method for releasing the heat in a controlled way.
