First, for those who haven’t seen it yet, the reference that talked about the demand response:

Here is the response from our manager about what he’s looking for.

At this stage, I would keep recommendations to "what" is needed, and leave out which means would provide the need (whether it is through further grant research, policy changes, market forces).


For your reference, here are the slides I was showing summarizing the feedback.
And, the new file is the final attachment.

In the final attachment, I suggest that the primary discussion is to see if we agree on the conclusions in blue. If we agree on those, then we can talk abut the detailed questions in red about how to implement.
