This was the first draft of this - there is need to do some major changes - your inputs are very welcome.

Special thanks to all of you who helped with it - especially Noah, Rui, and Jeremiah, who have been gathering data for months and Noah, Jeremiah, Abido, and Ashling who gave support with editing the draft.  I normally like to complete documents at least a week in advance so people can have a chance to review them carefully, but I got down to the wire on this and didn’t manage to do that.  However, the final version is due in mid August, so now we have some time to fix it up!  If you have time, I’d love to review it with you and I may try to schedule some meetings to discuss key points.  😊

My plan is to ask the CEC to publish this - it would not be considered a peer reviewed publication, but I will be adding names of the people who contribute in a meaningful way.  It will also be useful to discuss it because some of the modeling details are important to our conclusions.
