[LDES-technology] Monthly report draft for LDES study

Hi, everybody, 

I’ve been trying to insulate you from most of the CEC paperwork details (though - thank you to Russ for being willing to help with reviews), but thought I would share what I wrote for the October monthly report.  in future months I hope to include materials that all of you are putting together for other purposes. 
These are not published, but this can serve as a means of internal communication. If you see anything you’d like to discuss, I’d be very pleased to find a time to discuss it.
