[LDES-coremodel] SWITCH inputs to compare

Hi Pedro,
I'm sending links to the SWITCH inputs I ran with the Python 2 version of
the model, and the outputs so you can see how the results compare if you
run the same inputs with Python 3. Let me know if you have any issues
loading the files into Python 3. FYI, this run has an aggressive but
non-zero carbon cap, the variable capacity factors and hydro timeseries set
to 0 after generators are retired, and the ATB updated costs (but still
including CAES).

I also made a modification to the hydro time series and will be doing a
second run on Python 2 hopefully later today, and the inputs to that run
