[LDES-coremodel] Article on time sampling method for energy sys. models

Hey everyone,

I found this relevant article that proposes a methodology ("variable
time-step method") to sample profiles at different resolutions to reduce
runtime. They show the implementation on 2 simplified capacity expansion +
dispatch models and 2 geographies, one for France and one for Germany, with
some interesting tradeoffs in their results.

Some questions came to mind after reading it, but perhaps we can go through
it and find a time to discuss at some point.
