to be roughly the same as earlier proposed language when including definitions from earlier in the document: "</span></font><span style="font-family:Calibri,sans-serif; font-size:11pt">Institutions shall not collect any additional fees or surcharges from<i>
Participating Employers </i>to cover Institution costs." And from the definitions section: </span><span style="font-family:Calibri,sans-serif; font-size:11pt">“'<i>Participating Employer'</i> means an Eligible Employer who has
<i>signed an employer agreement with an Institution</i>." My interpretation is that this still only applies to external employees and not to campus departments. Is there still concern with this language when looking at the definition of Participating Employer?</span></div>
