Hi everyone,

At the end of today’s meeting, I brought up that the COVID-19 pandemic national emergency declaration will end on May 11. With that, various Title IV COVID-19 flexibilities and waivers will end. We confirmed that the transfers of up to
100% of unused Federal Work-Study (FWS) to the Federal Supplemental Educational Opportunity Grant (FSEOG) program will end with the current 2022-23 academic year. We will revert back to the 25% maximum transfer amount with 2023-24. However, there were different
thoughts on the Community Service waiver. Here is an excerpt from the
NASFAA announcement:

Those various Title IV COVID-19 flexibilities and waivers do not all end at the same time. For instance some flexibilities, like withdrawals and transfers of unused Federal Work-Study (FWS) to the Federal Supplemental
Educational Opportunity Grant (FSEOG) program, end at the end of the payment period that contains May 11. Some flexibilities, like verification, end at the end of the payment period that begins after the payment period that contains May 11. Other flexibilities,
like the community service waiver, end at the end of the 2023-24 award year.

The following is from the COVID-19 Title IV Flexibilities and Waivers chart dated January 15, 2021:

Based on the information above, I’m interpreting that the waiver for the community service requirements of spending at least 7% of the FWS allocation in community service positions and having at least 1 student employed in a tutor position
will continue thru the 2023-24 academic year. Let me know your thoughts.
